Mr. Milligan has extensive experience in a broad range of admiralty and maritime matters, representing the interests of ship owners, licensed personnel and insurers.  He also has extensive experience litigating employment matters and focuses his practice on civil litigation representing his various public employer clients, municipal clients, private employers and individual clients.

While attending law school, Mr. Milligan earned a Concentration Certification in Labor and Employment Law with an emphasis on private labor relations between employers and labor unions.  Mr. Milligan has also developed a unique practice creating and organizing various public entities and tax exempt organizations, such as chambers of commerce, community improvement corporations (CIC), special improvement districts (SID), and tax increment financing districts (TIF).  He also represents several start-up companies and works closely with entrepreneurs to help develop their ideas and turn them into profitable businesses.  Mr. Milligan’s practice is largely based in Ohio, but he has assisted in the litigation of cases throughout the Midwest and Southern states.

Mr. Milligan is a native of Cleveland, Ohio and attended both Cleveland St. Ignatius and Cincinnati St. Xavier High Schools before graduating and moving on to Miami University.  Mr. Milligan played football and baseball in high school and was named to the 2004 All-Cincinnati Football Team.  He currently lives in the Oakley neighborhood of Cincinnati with his wife, Jenna, and is an active member of the St. Xavier Young Alumni Association.  Mr. Milligan has repeatedly been recognized as a Super Lawyer Rising Star in the State of Ohio, given to no more than 2.5% of eligible Ohio attorneys.
